The project comprised the removal of the existing finishes, partitions fittings and furnishings form the existing building, internal piling to the building to support the tanks including the necessary repairs to the existing gas membrane and floor slab. The fitout included structural partitioning, steelwork, mechanical and electrical alterations and new installations. The building of plinths and tanks, new floor, wall and ceiling finishes, tented enclosure theming works and external works.

The building was designed by the architect Thomas Lennox Watson and built between 1883 and 1884 and is a category A listed building.
