Tribute to Fraser Cook

It is with deep sadness that we record the passing of William Fraser Cook, known as Fraser, our company founder and former director and chairman, aged 77 years.

Born and raised in Baillieston, Fraser qualified from University of Strathclyde as a Bachelor of Architecture in 1972 and went on to work as an architect with South Lanarkshire Council in Hamilton, Cunningham District Council in Irvine and South Ayrshire Council in Ayr.

In 1995, with the support of his wife Kath, Fraser founded CDM (Scotland) Ltd based in Ayr and led the company from strength to strength delivering CDM services throughout the UK building an excellent reputation and becoming the first independent UK CDM consultancy to achieve Investors In People accreditation.

While managing and working in the business he found time to successfully obtain Fellowship of the Association for Project Safety and was one of the initial eighteen to gain this accreditation. He was also appointed by the Royal Incorporation of Architects in Scotland to the National Site Safe Scotland Committee, chaired and operated through the Health and Safety Executive.

He was elected to the Committee for the West of Scotland Branch of the what is now the Association for Project Safety in August 2002 and was also part of the APS National Design Working Group which prepared Designer Guidance for the revised CDM Regulations, and the National Guidance Procedures Working Group covering the full Guidance Documents for the new CDM Co-ordinator role under CDM 2007. He was also appointed as an Examiner of Fellowship to assess applicants for Fellowship, this occurring in London.

In 2017 Fraser and Kath semi-retired and Fraser handed the reigns of the company to his eldest son Mark who was highly qualified and experienced in CDM and Health & Safety. Mark was integral in growing the Health and Safety side of the company and added an asbestos surveying department which grew the company so much that Fraser returned to work in 2018 assisting with day-to-day operations putting his knowledge and experience to good use once again.

In 2021 Mark suddenly and sadly died while working in Norway. Fraser returned to run the company full time until 2025, the year in which it celebrated its 30th anniversary in operation, when poor health forced him back into retirement and the company was taken over by the remaining management.

Fraser was the consummate professional and a very generous and caring employer, but first and foremost he was a true gentleman who cared very much for family, friends and colleagues alike.

He leaves behind a great legacy and is a great loss to us all.
